Abstract:Red Flag Canal is an irrigation project built by the Chinese people in the 1960s and 1970s to address water resource shortages, significantly enhancing both production capabilities and living environment. This study aims to develop a heritage value evaluation system for“Red Flag Canal Type Irrigation Projects”, providing theoretical foundations and practical insights for the preservation and sustainable use of such projects. Using Delphi method and the Analytic Hierarchy Process, this research identifies and constructs three criteria layers–scientific and technological value, historical and cultural value, and ecological wisdom value–along with 17 index layers. These are informed by multidimensional perspectives drawn from World Heritage Cultural Landscapes (CL), World Heritage Irrigation Structures (WHIS), and Globally Important Agricultural Heritage Systems (GIAHS). The results show that historical and cultural value carries the greatest weight among the criteria layers, while the trunk canal and its water system hold the highest weight within the index layers. This evaluation system provides a new perspective and methodological framework for the protection, inheritance and revitalization of other atypical heritage sites.
