Analysis of the Small and Medium-sized City Renewal Strategies under Japan’s “Continuing Care Retirement Community” Policy: From the Perspective of Livable Environment Construction for the Elderly
Abstract:This article focuses on the Japan's “Continuing Care Retirement Community” policy, a policy that combines population displacement, the creation of a suitable living environment for the elderly, and urban renewal in Japan. Initially, it delves into the policy's significance and its underlying context, elucidating the policy's direction and the strategies employed to construct a conducive living environment for the elderly. By tracing the evolution of the policy's construction guidelines, the article also examines the limitations in its effectiveness. Subsequently, the article categorizes and summarizes specific approaches to implementation, categorized into recruitment, retention, and urban development, within the context of small and medium-sized Japanese cities. Lastly, the article delves into the challenges faced and lessons learned from the policy's implementation process, aiming to offer valuable insights for the revitalization of small and medium-sized cities in China through the lens of creating a favorable living environment for the elderly
