Abstract:Renewal in residential areas that enhances disaster prevention safety of space is the focus of Japanese urban disaster prevention system, which has achieved a significant practical result. This paper summarizes relevant practices and experiences in Japanese high-risk residential areas at two levels. At the level of design, it emphasizes three points of the hierarchical coherence with planning system, comprehensive assessment including spatial risks and disaster prevention activities, and synergistical organization for planning and sequence. At the level of implementation, it highlights the coordination between government and multiple subjects, supporting system creation of planning and operation, regulations guarantee by core and related clauses. Finally, it summarizes the enlightenment of Japanese practice for our relevant renewal of residential areas.
