Abstract：During rapid urbanization, building rooftops-critical spatial resources in cities-have long been overlooked. However, as cities enter a new era of high-quality development and sophisticated governance, these rooftop spaces become increasingly prominent for their potential. This paper proposes a multi-layered system of planning and design guides of“master planning-specific planning-design and construction-implementation and governance”for building the city’s“Shared Roofs”, based on the pilot experience of the“Shenzhen’s Sixth Facade Enhancement Initiative”. This paper preliminarily explores a paradigm for retrofitting and activating rooftop spaces in high-density cities, where spatial resources are limited. It also examines planning and design methods, as well as implementation mechanisms, for developing shared roofs. It aims to provide references for other domestic cities to develop and utilize the stock resources of rooftops to build shared roofs.
