Abstract:Since the 100th anniversary of the opening of the Dian section of the Yunnan-Vietnam Railway in 2010, there have been increasing calls for it to be included as a World Cultural Heritage site and for its protection and utilization. Marked by the operation of the miniature train of Jianshui Ancient Town in May 2015, Honghe Hani and Yi Autonomous Prefecture has successively launched the Kaiyuan North-South Rail Transit and the Shiping Tourist Miniature Train, with their routes accounting for one-tenth of the total length of the meter-gauge railway. The common factor for the successful operation of these three cultural and tourism projects is that the operation of miniature trains is the foundation for the protection and utilization of the meter-gauge railway. The railway operator and the three local governments have jointly adhered to the principle of“operating in protection and protecting in operation.”However, there is still a long way to go to achieve the integrated development of cultural and tourism projects along the entire Yunnan-Vietnam Railway or the Yunnan meter-gauge railway. The understanding of Yunnan-Vietnam Railway culture is still in a state of“confrontation between the two types of railways”, which seems ideal but is difficult to reconcile in reality. The protection and utilization of the Yunnan-Vietnam Railway cannot proceed unless a consensus is reached.
