Abstract：Planning heritage, as an imported concept, has aroused the theoretical speculation of domestic scholars. It is still in the stage of argumentation in which the context of heritage protection should be recognized and interpreted. Based on the relationship between “the path of shaping heritage by planning” and “the way of heritage reflecting planning”, the research puts forward the cognitive perspective of “historic urban landscape guided by power space”. On the whole, the planning heritage is a kind of “growable” living heritage with the consciousness of power as the origin, the spatial relationship as the orientation, and the stratification, integrity and openness as the symbol. The evolution mechanism from planning to heritage is mainly reflected in three forms: the change of power form, the succession of power will and the concurrence of power landscape. Through the definition of this kind of heritage, the logical relationship between “planning” and “heritage” is clarified, and a new perspective from “division” to “combination” is provided for understanding this imported basic concept.
