Abstract:Since the late 1990s, inner-city revitalization and spatialized capital accumulation have been promoted by the re-configuration of industrial land-parcels and expansion of modern residential and commercial spaces. Taking Tianjin as an example, planning tools such as the Eastward Shift of Industry, Comprehensive Development of Haihe River, and Creative City stimulate large-scale gentrification of historic industrial neighbourhoods led by the state. Based on policy interpretation, fieldwork and stakeholder interviews, this study argues that under Chinese market transition, gentrification of historic industrial neighbourhoods is an inherent requirement of the urbanization progress. It is the joint effect of land-based finance, industrial-spatial reorganization, territorial consolidation and capital circulation, combining with administrative interventions and place-marketing strategies.
