Abstract：This article briefly reviews the international background of whole process engineering consulting, Chinese dynamics and the relationship between architectural programming and whole process engineering consulting. Under the background of whole process engineering consulting, it has been a consensus on forming a close loop from architectural programming to post-occupancy evaluation. The article reviews and discusses the formulation of relevant regulations and standards for architectural programming, the operation of academic communities, the integration of higher education and professional continuing education, and the transformation of research products. It also gives suggestions on further regulations and standards, education strategies and charging mechanisms.
