Abstract：In response to the demands for the protection and utilization of Quanzhou’s world cultural heritage and the integration of resource elements for historical and cultural heritage in the context of national spatial context, this paper re-recognizes the diverse value of Quanzhou’s navigation tower from the dimensions of historical and cultural heritage and urban landmarks. Based on the spatial characteristics of the navigation tower, it proposes targeted control suggestions and measures from two aspects: defining the control range of related elements, and controlling the construction height according to the sight line relationships. That is, control the functions and construction behaviors of buffer zones and landscape control zones of the heritage area; control the building height from the perspective of historical and contemporary visual relationships. It is intended to construct a space for analyzing heritage landscapes such as navigation towers, so as to provide planning and control methods for the protection of historical and cultural heritage related to urban space, as well as for the visibility and building height of landmark spaces.
