Abstract：Based on the analysis of the interest conflicts in the renewal of old urban residential areas, this paper points out the urban renewal planning problem of the neglect of people, the lack of collection of residents’ suggestions, and the little attention to social factors. Inspired from international experiences, it proposes that the urban renewal planning should be connected with community development. We also with some domestic practices put forward relevant planning strategies that would enhance the openness of planning process and comprise some social contents, in order to establish an urban renewal planning model based on community development and achieve an all-round development of old urban residential area.
