Abstract：Urban governance requires the cooperation between architectural professionals and the public. Especially in the area with historical atmosphere, the architect not only needs to repair the historic buildings, but also needs to take the surrounding environment of historic buildings into account. The design team of the School of Architecture of Chung Yuan Christian University has long stationed in the Hsinchu county of Taiwan. Besides providing planning and design for the block, residents would be led to reform their housing environment independently under the program or the way of “community empowerment” and “residential participation”. It is intended eventually to integrate the Xiao Rusong Art Park with the surrounding environment.
